International conference on covered bonds and mortgage finance
Urban Business Centre By invitation only
Why this conference
Moldova's mortgage market is growing, but it is still funded mostly by deposits with much shorter maturities than the loans they finance. Covered bonds are how European banks close that gap: long-term funding, secured on high-quality mortgage portfolios, under a clear legal and supervisory framework.
The National Bank of Moldova has drafted the country's covered bond law, transposing Directive (EU) 2019/2162 as part of the EU accession programme. This conference brings together central banks, supervisors, issuers, investors and international institutions to present the new framework, share European practice and identify what it will take to launch the first issuances on the local market.
What the conference sets out to do
- Present Moldova's new legal framework for covered bonds and the role of the National Bank of Moldova in a stable, modern housing finance system.
- Show how covered bonds diversify bank funding and manage the maturity mismatch between mortgages and deposits.
- Transfer European expertise on regulation, supervision and market functioning.
- Identify the conditions needed for the first covered bond issuances in Moldova.
- Strengthen cooperation between national authorities, banks, capital market participants and international financial institutions.
- Position Moldova as a credible partner in modernising its financial market on the path to EU integration.
